I imagine if the holes don't line up exactly, as long as you get the "look" you want, you could easily drill new holes in the fiberglass and patch the other holes?
Tighten it up til it strips, then back it off a quarter turn

Starting to wonder if the body has sagged and it needs to come up a bit for me to use those holes.
(If they are supposed to be used, IDK)
The fenders came with no holes so im trying to get it a stock as possible and only drill holes once.

I called I&I reproductions and they couldn't tell me and gave me a number to another guy, well he couldn't tell either.

I guess the car sits.

I used the same fenders on my 32 and I couldn't get them to line up either. I moved my apron up under the body like I thought it should fit. There's really only one way it can bolt up with little adjustment. What I ended up doing was making longer pieces for each end of the apron  and moving the bolt holes down. I believe the fenders are not an exact fit. After I did that it looks fine, no one can tell.  I'll shoot you pictures if you would like.

Shouldn't the rear quarter panels have a nutsert type part already installed from the factory for mounting the fenders.  These should be 1/4 or 5/16 bolt size.  The nutsert or CAGED NUT is mounted on a metal strip with ears on it that fits thru the quarter panel and is folded over.,  That allows the fenders to be fitted in the exact same position each time.

My 35 chevys have this and a certain size was used from 1929---1935

I may try to drop the front a bit lower to rotate it some to see if it fits better.
Tomorrow though. Kinda burned out on cars today. I had to work on a German car this afternoon.  😕

Mine does have those cage nuts and I plan to use them. Just the holes on the rear apron aren't lining up. They are at least an inch off.

If I understand correctly the rear apron holes are above the fenders mounting surface area. If you raise the rear of the body shouldn't that bring them closer together, on my 32 there's a gap between the top of the apron and the bottom of the car body as my apron has holes on the corners as if rubber button should be to eliminate rattles ill post a few pictures tomorrow

I would try putting a couple of bolts with large washers into the quarter panel caged nuts and then rotating the fender forward and paying attention to how the fender lines up at the bottom with the running board.  Typically the fender front bottom will sit lower and mount lower against the run board.  Clamp it and have a look now at how the rear area lines up with the gas tank rear apron holes you showed in a previous picture.

Because there is no pre drilled holes in the glass fender rear area , where it meets up with gas tank cover , hopefully things will be much closer and pull together.

Starting in the back, like Mike said, and fitting/rotating to the forward alignment at the running board you may find the glass had a little extra built in for fitment in less than perfectly aligned old cars.

Here are a couple pictures of my rear apron and fenders mounted  don't pay any attention to the dirt on my car needs to be washed. Mike is correct start at the rear of the car and align the apron and roll the fender forward if it hangs below the running board just remove the access after is all bolted in.

Interesting fit, I am used to everything tight on my 35 chevys no gaps.   But it looks right.

Should not be a large hang down of fender at front of fender and running board. Think 3/4--1 inch would be right.

My friend frank has a 1931 olds 5 window coupe and its very much like this.  Have to study his car next time he comes over.
Main thing is your making progress and winning !!!!!!!!!!!!!!!!!!
