I'm on the SEMA mailing list and rec'd this Virginia alert. May be wrong but reading the underlined statement...does it sound like the small block Chevy engine doesn't qualify?

URGENT LEGISLATIVE ALERT (UPDATE)

Virginia Bills to Exempt Some Antique Vehicles from Exhaust System Restrictions Approved by Legislature; Move to Governor

Identical legislation (S.B. 702/H.B. 1551) to exempt antique motor vehicles from the requirement that they
have exhaust systems of a type installed as standard factory equipment, or comparable to that designed as standard factory equipment was approved by the Virginia House and Senate.  Both bills contain an amendment that restricts this exemption only to antique vehicles manufactured prior to 1950 containing engines comparable to that designed as standard factory equipment for use on that vehicle.  The bills will now be sent to Governor Terry McAuliffe for his signature and enactment into law.

• While the amended S.B. 702 and H.B. 1551 are heavily diluted versions of the original bills, it is still an improvement over current law.
 
• For certain1950 model year and older vehicles, S.B. 702 and H.B. 1551 remedy the enforcement policy currently used by police officers in which nearly all exhaust systems not of a type installed as standard factory equipment are considered illegal.   
 
• S.B. 702 and H.B. 1551 recognize that factory replacement parts or comparables are not always readily available for antique motor vehicles manufactured prior to 1950.
