I have never owned a MASTER 1934 .  bUT LOOKING AT THE PART I THINK IT GOES INSIDE THE REAR FENDER to stop stones and rocks flying up back where the tail light is mounted, thats what the 3 holes would be for.

I have seen rear fenders with these on them , listed on ebay.  Only masters.
