This has been kicking around our old farm for years, think it has something to do with sealing lids like canning jars.
Have any ideas?

Kind of looks like an early 20th century beer/soda bottle cap press. Does that thumb screw on the lower allow you to move the lever assy up the post?
This is the closest I could find in bottle cap press. Newer version, most the old ones looked like more of an arbor press type.

Looks like it either sets the drag or can be used to lock it in the up position?

The only reason I pulled it out of the scrap pile is because I need a coil spring with an inner diameter of 1-1/8 to 1-1/4" for another project...but this one won't work....anyone need a free drill press (maybe) to upgrade their shop ;D

I agree with EDNY. I have one very much like the second picture. If the cord was not rapped like it is you could see that the studs fit into the screw indentations of the Black and Decker drills of the time. Mine wore out the bearings in the drill before it wore out the press. I wore out three drills before I got a real drill press. Funny but tomorrow I'll be taking a similar but different brand unit out of a work place my friend and I are cleaning out.

I have a few little springs hanging around from a bicycle project, what size do you need ?
The big one is 1-1/8" id and 3-1/4" long.

I'm looking for an expanded spring (to be compressed) about 3" to 4" long with an internal diameter of 1-1/4". I'm making a hydraulic metal punch press to both punch holes in sheet-metal and then dimple the holes. Need the spring on the ram to return it up to the open position.
