Well I got my 4L60E rebuilt and was trying to install the torque converter as instructed, turn and twist until it sets three clicks. I did this and eventually got it installed where it felt seated. The videos I looked at all said to mount the trans to the block and then line up the converter bolt holes with the fly wheel first by spinning the converter by hand to line up and install the first bolt and then rotate the engine to line up the other two. The problem is the converter will not spin. I took it back down and removed the converter and reinstalled to see if I did something wrong. When I get the converter in to where I think it should be, it will not turn. Any guidance is greatly appreciated, thanks.

Munch, I know nothing about these newer auto trans. But on the older ones if the converter wasn't completely seated when mated up to the engine, the converter got "pinched" tight and wouldn't turn. If I recall most had between 1/16" and 1/8" of play to flywheel.
The other thing was some converters only matched up to flywheel a certain way via offset pattern. Before i set converter in trans, i would set it up to align flywheel mount holes first and mark with a paint pen on one of the bolting points . That way i wasn't chasing the wrong bolt hole when i got to the 2nd bolt and find out it didn't match 😁

Just checked one of my 4L60E trannies in storage. The torque converter is 1" behind the face of the bellhousing. You really need to spin and lift the converter to have it drop into the front pump. There should be a 1/2" gap between converter and flex plate once installed, you'll need to pull the converter forward to meet the flexplate.
Make sure you fill the torque converter before installing.

Thanks guys. Mine is more like 1 1/2 inch behind the face of the bellhousing. Is it possible to set the converter too far in? And should it spin freely when in place in the trans?

My 1" measurement was from the front of bellhousing to one of the three torque converter mounting surfaces. I'm sure you are measuring to the torque converter body which would be around 1-1/2".

Just went out in the dark with flash light, ruler and camera..wish I had 3 hands. This is a matching set 1994 4L60E that I personally removed from a Roadmaster. I have a wood brace on the front to hold the torque converter in..do this with all of my auto trannys. That crusty looking thing at the 2" mark is the wood brace. (1-1/2" deep)

Well I definitely have something wrong because I can't spin the converter when seated as in the video. I'm scratching my head.
